We are seeking a qualified and experienced HSE Engineer to join the project team supporting the Royal Commission for Riyadh City (RCRC) Groundwater Monitoring Project in Riyadh City. The role involves full-time, site-based HSE coverage across field operations, monitoring station installations, and associated civil/infrastructure activities.
The successful candidate will be responsible for ensuring full compliance with applicable HSE regulations, company standards, and RCRC client requirements across all project activities, in alignment with Saudi Government procurement and safety frameworks.
Mandatory Qualifications – Academic Degree
Candidates must hold a Bachelor’s degree (B.Sc. or B.Eng.) in one of the following engineering disciplines:
•Civil Engineering
•Mechanical Engineering
•Chemical Engineering
•Environmental Engineering
•Industrial / Safety Engineering
•Electrical Engineering (with demonstrated HSE focus)
Degrees from accredited universities are required. Diplomas or non-engineering backgrounds will not be considered for this position.
Experience Requirements
•Minimum 7 years of progressive HSE experience in oil & gas, water infrastructure, construction, or industrial projects.
•At least 3 years in a senior or lead HSE role on active project sites.
•Demonstrated experience conducting HSE audits, inspections, and incident investigations.
•Proven track record in developing and implementing HSE Management Plans, JSAs, and PTW systems.
•Experience working under Saudi Aramco, NEOM, RCRC, or equivalent major client HSE frameworks is a strong advantage.
•Familiarity with Saudi Arabian HSE regulations (MHRSD, MOMRA, NCEC) is required.
Core Competencies & Skills
•Strong knowledge of OSHA, ISO 45001, and ISO 14001 standards.
•Proficiency in hazard identification, risk assessment, and LOTO procedures.
•Ability to develop, review, and enforce Permit-to-Work (PTW) systems.
•Competent in environmental monitoring, waste management, and spill response.
•Skilled in conducting toolbox talks, safety inductions, and HSE training sessions.
•Excellent written and verbal communication in English; Arabic is an advantage.
•Proficient in MS Office and HSE reporting software/platforms.
Key Responsibilities
•Monitor and enforce HSE compliance across all site activities and subcontractors.
•Conduct daily site HSE inspections and report findings with corrective actions.
•Investigate accidents, near-misses, and unsafe conditions; prepare investigation reports.
•Maintain HSE records, statistics, and KPIs; submit periodic reports to the Project Manager.
•Coordinate emergency response drills and ensure site emergency plans are up to date.
•Liaise with client HSE representatives and regulatory authorities when required.
•Ensure all site personnel complete mandatory HSE induction before commencing work.

- ISO 45001 Lead Auditor – IRCA / BSI / Bureau Veritas Occupational H&S management system auditing Preferred
- ISO 14001 Lead Auditor – IRCA / BSI Environmental management system auditing Preferred
- First Aid at Work (FAW)- Red Cross / St. John Ambulance Emergency first aid and workplace response Required
- Fire Warden / Fire Marshal – Accredited provider Fire safety, prevention, and evacuation procedures Required
- H2S Awareness (ERTF) – Approved O&G provider Hydrogen sulphide hazard recognition and response Required
- Scaffold Inspector (CISRS) – CISRS / PASMA Scaffolding inspection and safety compliance Preferred
- Working at Height / Rigging – Accredited provider Fall protection, harness use, and height work control Required
- Confined Space Entry – Accredited provider Permit-to-work, gas testing, and rescue procedures Preferred
