Job Description: Party Chief
The Party Chief is responsible for managing the day to day running of offshore projects from the vessel, being the primary point of contact for the client representative and the driving force for project delivery offshore. The party chief manages and reports on project schedules, forecasting future delivery dates and likely issues including assisting with initial technical bid development, providing ongoing project support to offshore surveyors, supplier management, scheduling and ensuring the project delivers to exceed client expectations and within budget. The party chief will be committed to the success of the client and will assist with implementing and maintaining the highest standards in HSEQ and will report directly to the Hydrographic Survey Manager.
The Party Chief will have 7 to 10 years of offshore experience with >3 years of those years as a party chief. The Party Chief should have enough technical knowledge to support junior surveyors, but also have enough Commercial appreciation to drive the success of a project and support the Project Manager.
The Party Chief will specifically be responsible for:
• Working under the applicable regulations and requirements of the client and the industry;
• Overseeing and advising on technical aspects of conducting hydrographic survey operations including vessel mobilisation, data acquisition, processing and reporting of hydrographic data;
• Assisting with technical queries from clients and the client team members and problem-solving for colleagues working offshore;
• Assisting with compilation of company hydrographic survey procedures and policies, including those required for complying with ISO accreditations;
• Liaising with clients to provide technical survey advice;
• Supporting the Project Manager to ensure projects are completed on time and within budget
• Contributing to hydrographic survey strategies regarding projects, tasks, and operations current and future;
• Supporting the department’s management to ensure that project/department milestones/goals are met;
• Developing an extensive knowledge of department processes;
• Identifying and resolving potential technical issues relating to clients, project over-runs, etc. and reporting these to the Project Manager and department managers;
• Assisting with QA for projects within the offshore survey department;
• Line management, mentoring and teaching of junior team members;
• Any other duties and responsibilities as the department manager sees fit for the role.
HSEQ:
• To have a positive and proactive stance toward health and safety;
• To regularly review and check that departmental ISO documents and forms are kept current;
• Ensure that the requirements of the Health, Safety, Environment & Quality procedures, insofar as they affect works under their control, are properly implemented;
• Responsible for ensuring that risk assessments and method statements are followed by staff and contractors under their control;
• Initiate, implement and record safety inspections, TBT etc;
• Ensure that all repair and maintenance work is carried out by competent persons;
• Communicate to all personnel working on project sites the requirements of the the client Health & Safety and Environmental procedures and applicable statutory requirements and ensure compliance;
• Continually engage with project teams and contractors to ensure that the client high HSEQ standards are being maintained at all times;
• Drive forward the positive safety culture of the client and strive for continual improvement.
Day to day duties may include:
• Technical oversite on live projects, administration, client liaison & resource allocation – staff, equipment, vehicles, HSE etc;
• Assisting with complex fieldwork projects;
• Managing technical aspects of vessel mobilisation including conducting equipment calibrations and verifications;
• Providing technical support during data acquisition and assisting colleagues with technical issues during fieldwork;
• Providing technical support during data processing, reporting and assisting with QA of completed projects;
• Liaising with clients by telephone, email, reports and in meetings as required;
• Attend site meetings as required;
• Communicating with client project managers of any risks to projects with regard to project milestones and deadlines;
• Assisting the quality manager with creating technical procedures to support ISO accreditation.
Requirements for the role of Party Chief will be:
• 7 to 10 years offshore experience, >3 years as Party Chief;
• Competence in most surveying procedures, be it hydrographic or geophysical;
• Ability to create technical survey documents, procedures and reports;
• Competent user of online survey instrumentation: GNSS, MRU, MBES, SSS, Magnetometer, SBP
• Competent user of online survey software: QINSy, Beamworx, Caris HIPS + SIPS, POSPac, Sonarwiz etc;
• Excellent communicator at all levels both internally within all ranks of the team and externally to clients;
• Ability to understand the commercial and financial aspects of completing a project on time and within budget;
• Ability to lead and equally be a team player.
